U.S. Air Force, Plant 42, Palmdale, CA. This contract supports the U.S. Air Force and Air Force Materiel Command's Plant 42, which is a unique installation located near Palmdale, CA. Plant 42 is home for ten individual contract operated aerospace technology and manufacturing sites. Pyramid Services mission is to operate and maintain the common areas and facilities, consisting of five major functions - maintenance, security, fire protection, telecommunications and engineering. New Pin Up Girl Works for Troops

Veterans around the country, active duty military, recovering Veterans, and civilians worldwide have become fans of a special project called "Pin-Ups For Vets". The project's "Pin-Up In Chief" Gina Elise, also the the creator and pin-up model in this nostalgic recreation of the 1940's pin-up girl calendar, is on her way to Walter Reed Army Medical Center and Bethesda Naval Hospital and is looking for the public's support .

"Stars and Stripes" newspaper, that goes to all active duty military, recently covered Gina Elise's project for the second time. The deployed troops have enthusiastically supported the calendar project. Gina Elise has had FOUR American flags flown in her honor over military bases in Iraq, and she has received hundreds of letters of appreciation from the troops. She has also received letters of thanks from military and Veterans Hospitals for her visits and gifts to the ill and injured Veterans. The California Jaycees Foundation and California Jr. Chamber of Commerce selected her as "2007 Outstanding Young Californian" for creating this project to support America's Veterans and active duty troops.

Gina Elise, dubbed "the calendar angel" by the deployed troops and the internet's bloggers, graduated Phi Beta Kappa from UCLA in 2004. She is the granddaugher of a Veteran who served 4 years in the Army during World War II. She wanted to do something positive to honor her grandfather's military service to the U.S. and to also focus attention on Veterans' healthcare issues.

Gina Elise begins the 2nd year of a unique fundraiser project she created to raise money for hospitalized Veterans. She is sponsored by American Legion Post 360, Lake Arrowhead, CA, and raises funds for the Post to donate to America's hospitalized Veterans. Her project has been embraced by hundreds of hospitalized Vets, and the project has boosted the morale of the deployed troops in Iraq and Afghanistan. People around the world have purchased her "Pin-Ups For Vets" calendars to support America's ill and injured Vets and deployed troops.

Gina Elise has visited and delivered her nostalgic "Pin-Ups For Vets" calendars to hundreds of Veterans at VA and military hospitals over this past year. Thousands of dollars have been raised to help hospitalized Veterans and under-funded healthcare programs.

Gina Elise, also dubbed " the new Betty Grable", appears as the blonde, brunette, redhead, and raven-haired model in the pin-up calendar, inspired by the 1940's pin-up girls of World War II. An Army Major in Iraq from the 10th Mountain Division recently painted a mural of Gina Elise's pin-up photo on a wall in the military base to help boost morale for the soldiers in his unit.

Gina Elise recently made a trip to Walter Reed Army Medical Center and Bethesda Naval Hospital to deliver the donated "Pin-Ups For Vets" calendars and posters to the recently Wounded Warriors. The donated calendars and posters are inscribed with personalized messages of appreciation and get-well wishes to the ill and injured troops. Her goal is to bring a calendar to each of the Wounded Warriors, as well as the ill and injured Veterans, at these two hospitals. The proceeds from the sales of the 2008 calendar and posters will once again go to support an underfunded Veterans healthcare program.

VA Gets Serious Helping Veterans in Mortgage Crisis

VA Offers Interest Rate Reduction Refinacing Loans of existing VA Home Loans

IRRRL stands for Interest Rate Reduction Refinancing Loan. You may see it referred to as a "Streamline" or a "VA to VA." Except when refinancing an existing VA guaranteed adjustable rate mortgage (ARM) to a fixed rate, it must result in a lower interest rate. When refinancing from an existing VA ARM loan to a fixed rate, the interest rate may increase.

No appraisal or credit underwriting package is required by VA. You should be aware, however, that lenders may require an appraisal and credit report anyway.

A certificate of eligibility is not required. Your lender may use our e-mail confirmation procedure for interest rate reduction refinance in lieu of a certificate of eligibility.

Apply for IRRRL Loan Now

An IRRRL may be done with "no money out of pocket" by including all costs in the new loan or by making the new loan at an interest rate high enough to enable the lender to pay the costs. (Remember: The interest rate on the new loan must be lower than the rate on the old loan unless you refinance an ARM to a fixed rate mortgage).

No lender is required to make you an IRRRL, however, any lender of your choice may process your application for an IRRRL. While it might be the best place to start shopping for an IRRRL, you do not have to go to the lender you make your payments to now or to the lender from whom you originally obtained your VA Loan.

Some lenders may contact you suggesting that they are the only lender with authority to make IRRRLs. Remember - Any lender may make you an IRRRL.

Some lenders may say that VA requires certain closing costs to be charged and included in the loan. Remember - The only cost required by VA is a funding fee of one-half of one percent of the loan amount which may be paid in cash or included in the loan.

You must NOT receive any cash from the loan proceeds.

An IRRRL can be done only if you have already used your eligibility for a VA loan on the property you intend to refinance. It must be a VA to VA refinance, and it will reuse the entitlement you originally used. You may have used your entitlement by obtaining a VA loan when you bought your house, or by substituting your eligibility for that of the seller, if you assumed the loan. If you have your Certificate of Eligibility, take it to the lender to show the prior use of your entitlement.

The occupancy requirement for an IRRRL is different from other VA loans. When you originally got your VA loan, you certified that you occupied or intended to occupy the home. For an IRRRL you need only certify that you previously occupied it.

The loan may not exceed the sum of the outstanding balance on the existing VA loan, plus allowable fees and closing costs, including funding fee and up to 2 discount points. You may also add up to $6,000 of energy efficiency improvements into the loan.

NOTE: Adding all of these items into your loan may result in a situation in which you owe more than the fair market value of the house, and will reduce the benefit of refinancing since your payment will not be lowered as much as it could be. Also, you could have difficulty selling the house for enough to pay off your loan balance.

Some lenders offer IRRRLs as an opportunity to reduce the term of your loan from 30 years to 15 years. While this can save you a lot of money in interest over the life of the loan, if the reduction in the interest rate is not at least one percent (two percent is better) and lots of new loan costs are rolled into the new loan, you may see a very large increase in your monthly payment.

Beware: It could be a bigger increase than you can afford

No loan other than the existing VA loan may be paid from the proceeds of an IRRRL. If you have a second mortgage, the holder must agree to subordinate that lien so that your new VA loan will be a first mortgage.

Case Studies

Aegis in Iraq – Enabling Reconstruction

Since June 2004, Aegis has been under contract to the US Department of Defense to provide security support services to the Project and Contracting Office (PCO), responsible for managing the reconstruction program in Iraq. Known as Project Matrix, it is a reconstruction–enabling operation that sits at the core of the Coalition’s Nation–building endeavors. It harnesses the support of Coalition Forces to the reconstruction effort, thus reducing to a minimum friction between the civilian and military operations, and provides those engaged in reconstruction with a situational awareness they would not otherwise have had.

To achieve this, Aegis has established a Security Framework of Reconstruction Operations Centres (ROCs) throughout Iraq. There are six sited alongside regional Coalition Military headquarters and a National Reconstruction Operations Centre in Baghdad. Through these, Aegis maintains a situational awareness of logistical movement and reconstruction security operations allows sharing of intelligence among security forces and reconstruction contractors, effects co–ordination and liaison between reconstruction and military activity and provides threat assessments and intelligence to contractors. The ROCs also provide continuous information on the viability of road movement throughout Iraq, which is tracked by a system of transponders, complementary to the US Military’s ‘Blue Force Tracker.’ In the event of an emergency, whether caused by Insurgent attack or vehicle breakdown, Quick Reaction Forces are dispatched by helicopter or road.

As well as security advice, coordination and emergency backup to Prime Contactors, Aegis supplies a static guardforce to protect the headquarters of the PCO and US Corps of Engineers and a small close protection and vehicle escort capability to provide mobile security for journeys throughout Iraq to visit reconstruction projects.

In addition to its primary tasks, Aegis also conducts a self–funded civil affairs program. Its aim is to facilitate reconstruction in areas where the local people are hostile and to fill unforeseen gaps in PCO–funded projects. Activities such as inoculation programs in Nasiriyah and donations of school books throughout the country, build substantial returns of goodwill. Much of this work is funded through the Aegis Foundation.

Aegis also provides a number of expatriate–led and Iraqi–manned Reconstruction Liaison Teams that routinely travel the length and breadth of the country to monitor the progress of reconstruction work subcontracted to Iraqi building companies. Typically, this involves week–long expeditions to remote areas including along the Syrian and Iranian borders.

Supporting the Elections

In October 2005, Aegis was contracted by the UN Office for Project Support in support of the UN Electoral Assistance division (UNEAD) and the Independent Electoral Commission Iraq (IECI) to support the successful constitutional referendum in October and the General Election in December 2005. The requirement was to provide a mixed expatriate and Iraqi mobile security component to support electoral infrastructure inspection and liaison with the Governorate Electoral Officers and to provide static site security teams to electoral logistic sites in all 18 Governorate capitals throughout Iraq.

Interrogators: Saddam surprised by U.S. attack

Iraqi leader expected bombing in 2003, but not invasion

Saddam Hussein allowed the world to believe he had weapons of mass destruction to deter rival Iran and did not think the United States would stage a major invasion, according to a U.S. Army Special Operation soldier from TF20 and an FBI interrogator who questioned the Iraqi leader after his capture.

During the first week of Saddam's capture, TF20 Member Ayman A. Ibrahim (directly responsible for the capture) interrogated Saddam along with a team of psychologists. Ibrahim, originally born in Kuwait into a Circassian family who emigrated from Russia into the Middle East and ultimately to the U.S.A. speaks fluent Arabic in the dialect that made it easy for him to communicate with Saddam. Ibrahim reports to VeteransToday.com that he worked Saddam over for the first week and that once the initial interrogations were complete, others from the FBI took over as reported by CBS's 60 Minutes Program to be broadcast this Sunday.

On Sunday, CBS will present FBI Special Agent George Piro who told 60 Minutes that "Saddam expected only a limited aerial attack by the United States and thought he could remain in control"

“He told me he initially miscalculated ... President Bush’s intentions,” said Piro. “He thought the United States would retaliate with the same type of attack as we did in 1998 ... a four-day aerial attack.”

“He survived that one and he was willing to accept that type of attack,” Piro said.

In 2003, a close aide of Saddam's told a member of the Associated Press that Saddam did not expect a U.S. invasion and deliberately kept the world guessing about his weapons program, although he already had gotten rid of it.

Keeping up the illusion of weapons program

Saddam publicly denied having unconventional weapons before the U.S. invasion, but prevented U.N. inspectors from working in the country from 1998 until 2002 and when they finally returned in November 2002, they often complained that Iraq wasn’t fully cooperating.

Piro, a Lebanese-American who speaks Arabic, debriefed Saddam after he was found in an underground hideout near his home city north of Baghdad in December 2003, nine months after the U.S. invasion.

Piro said Saddam also said that he wanted to keep up the illusion that he had the program in part because he thought it would deter a likely Iranian invasion.

“For him, it was critical that he was seen as still the strong, defiant Saddam. He thought that (faking having the weapons) would prevent the Iranians from reinvading Iraq,” Piro told Scott Pelley of “60 Minutes.”

Piro added that Saddam had the intention of restarting an Iraqi weapons program at the time, and had engineers available for chemical, biological and nuclear weapons.

Kuwait invasion after insult to Iraqi women

Piro also mentioned Saddam’s revelation during questioning that what pushed him to invade Kuwait in 1990 was a dishonorable swipe at Iraqi women made by the Kuwaiti leader, Sheik Jaber Al Ahmed Al Sabah.

During the buildup to the invasion, Iraq had accused Kuwait of flooding the world market with oil and demanded compensation for oil produced from a disputed area on the border of the two countries.

Piro said that Al Sabah told the foreign minister of Iraq during a discussion aimed at resolving some of those conflicts that “he would not stop doing what he was doing until he turned every Iraqi woman into a $10 prostitute. And that really sealed it for him, to invade Kuwait,” said Piro.

Zeiss introduces the METROTOM – The principle behind Metrotomography®

The METROTOM system can see inside parts and quantify characteristics normally inaccessible to probing or optical sensors. The same dataset can be used to inspect the structure of material (porosity / wall thickness), measure external features and generate fully surfaced or solid CAD models. The METROTOM is ideal for the complete inspection of plastic parts. The METROTOM is unique in the world of CT in that it has been designed using existing CMM subsystems (guideways, drives, controller, rotary table, software, etc.) so that its measurement results are as accurate as possible.

With this symbiotic combination of computed tomography and traditional metrology, Carl Zeiss begins a new chapter in metrology – metrotomography. During this process, a computer tomograph uses x-rays to non-destructively measure the interior and exterior of complex and small workpieces and then very accurately display the results as a 3D image. The procedure is similar to the x-ray technology used in medicine. X-rays penetrate an object and display it on a suitable detector. The details of the object appear as a 2D image in varying intensity depending on the geometry and absorption properties. The 3D image is created by rotating the object 360 degrees along its axis on a rotary table and then converting this data to a 3D volume model.

Metrotomography – computed tomographic workpiece inspection

Metrotomography can be used for assembly checks and damage analyses, material inspections, and porosity and defect analyses. Parts up to 300mm Ø x 300mm tall can be inspected depending on the material – aluminum alloys, ceramic and plastic, for example.

METROTOM is available with CALYPSO metrology (GD&T) software. It supports comparisons to CAD geometries where only visual inspections were possible in the past. It also allows for continuous monitoring of development up to the prototype. Workpieces, casting and assembly procedures can be modified during the development phase. The process start-up time is reduced and development costs lowered. Automatic, objective evaluation methods are now available in areas where previously only manual, subjective evaluations were possible.

Metrotomographic generation of CAD models

CAD models have become an absolutely indispensable tool in metrology. A METROTOM computer tomograph can generate a complete CAD data set of each “metrotomographed” workpiece. This can then be displayed in all standard formats, thus enabling generation of fast, highly accurate data during the development of the design. The ability to create entire CAD data sets of complex interior structures that cannot be digitized or measured using traditional methods is essential.

Precise linear axes with CAA (Computer Aided Accuracy) correction of guideway error, as well as a rotary table with air bearings and direct drive, provide the foundation for accurate capture of the workpiece. This rotary table has a resolution of 0.036 arc seconds and can accept workpieces up to a weight of 800 Newtons. Optimally adjusted CT components supplement the mechanical modules, thus contributing ideally to the entire METROTOM system.

Matson Navigation Company's long association with Hawaii began in 1882, when Captain William Matson sailed his three-masted schooner Emma Claudina from San Francisco to Hilo, Hawaii, carrying 300 tons of food, plantation supplies and general merchandise. That voyage launched a company that has been involved in such diversified interests as oil exploration, hotels and tourism, military service during two world wars and even briefly, the airline business. Matson's primary interest throughout, however, has been carrying freight between the Pacific Coast and Hawaii.

In 1887, Captain Matson sold the Emma Claudina and acquired the brigantine Lurline, which more than doubled the former vessel's carrying capacity. As the Matson fleet expanded, new vessels introduced some dramatic maritime innovations. The bark Rhoderick Dhu was the first ship to have a cold storage plant and electric lights. The first Matson steamship, the Enterprise, was the first offshore ship in the Pacific to burn oil instead of coal.

Development of Tourism
Increased commerce brought a corresponding interest in Hawaii as a tourist attraction. The second Lurline, with accommodations for 51 passengers, joined the fleet in 1908. The 146-passenger ship S.S. Wilhelmina followed in 1910, rivaling the finest passenger ships serving the Atlantic routes. More steamships continued to join the fleet. When Captain Matson died in 1917 at 67, the Matson fleet comprised 14 of the largest, fastest and most modern ships in the Pacific passenger-freight service. When World War I broke out, most of the Matson fleet was requisitioned by the government as troopships and military cargo carriers. Other Matson vessels continued to serve Hawaii's needs throughout the war. After the war, Matson ships reverted to civilian duty and the steamers SSs Manulani and Manukai were added to the fleet - the largest freighters in the Pacific at that time.

The decade from the mid-20s to mid-30s marked a significant period of Matson expansion. In 1925, the Company established Matson Terminals, Inc., a wholly owned subsidiary, to perform stevedoring and terminal services for its fleet. With increasing passenger traffic to Hawaii, Matson added the S.S. Malolo in 1927. The Malolo was the fastest ship in the Pacific, cruising at 22 knots. Its success led to the construction of the liners Mariposa, Monterey and Lurline between 1930 and 1932.

Wartime Service
Immediately after the December 7, 1941 attack on Pearl Harbor, the passenger liners Lurline, Matsonia, Mariposa and Monterey, and 33 Matson freighters were called to military service. The four passenger liners completed a wartime total of 119 voyages, covered 1 1/2 million miles and carried a total of 736,000 troops. The post-war period for Matson was somewhat difficult. The expense of restoration work proved to be very costly and necessitated the sale of the Mariposa and Monterey, still in wartime gray. In 1948, the Lurline returned to service after a $20 million reconversion. Two new Matson hotels were built on Waikiki in the 1950s, the SurfRider in 1951 and the Princess Kaiulani in 1955. In 1955, Matson undertook a $60 million shipbuilding program which produced the South Pacific liners Mariposa and Monterey, and the rebuilt wartime Monterey was renamed Matsonia and entered the Pacific Coast - Hawaii service.

Introducing Containerization in the Pacific
In 1956, a research department was established and its first major assignment was to develop the most modern, efficient and economical means of transporting cargo to and from Hawaii. The result was Matson's freight containerization program, which revolutionized Pacific cargo carrying. In 1958, Matson's S.S. Hawaiian Merchant departed San Francisco Bay carrying 20 containers on deck, inaugurating containerization in the Pacific. When the Hawaiian Citizen entered service in April 1960, with a capacity for 436 24-foot containers, it was the first all-container carrier in the Pacific service. The fleet improvement program continued, with Matson freighters converted to combination container and bulk sugar or to container and automobile carriers.

With the focus on containerization growing, Matson divested itself of all non-shipping assets, including its Waikiki hotels, which were sold to the Sheraton Corporation in 1959.

A major ship construction program was undertaken in the late 1960s. When the S.S. Hawaiian Enterprise (later named Manukai) entered service in March 1970, it carried a record load of 1,165 containers and clipped more than a day from the regular 5 1/2 day run from the mainland to Hawaii. Also in 1970, in line with the decision to concentrate on its Pacific Coast-Hawaii freight service, Matson sold its passenger vessels and suspended its Far East service.

In 1969, Matson became a wholly owned subsidiary of Alexander & Baldwin, Inc., strengthening the business ties that formally date back to 1908, when A&B invested $200,000 to acquire a minority interest in Captain Matson's company.

Building a Service Designed to Meet a Growing Hawaii Economy
With the focus sharpened, Matson concentrated its efforts on developing a fleet of the finest containerships in the Pacific Coast - Hawaii service and on modernizing and otherwise improving terminal operations. This effort resulted in the construction of the containerships Manulani, Manukai, Maui, Kauai, and the ro-ro vessels Lurline and Matsonia. In 1985, two unique container barges, the Haleakala and Mauna Loa, were introduced to Matson's Neighbor Island fleet. In 1991, the ro-ro Neighbor Island barge, Waialeale, was constructed and added to Matson's Neighbor Island Service and in 1992, the diesel-powered containership MV R. J. Pfeiffer was added to the fleet.

Equally important, Matson focused on developing an industry-leading Customer Support Center in the 1990s, providing customers with one call does it all customer service. That effort resulted in the creation of a Customer Support Center in Phoenix in 1995. The philosophy behind centralized customer service was extended to the Internet in subsequent years, allowing customers to have the same ease of use in doing business with Matson online as they had with dedicated customer service teams.

In February 1996, Matson and APL inaugurated a 10-year alliance agreement which allowed both carriers to cost effectively serve their respective markets; for Matson, this involved the domestic trade of Guam - Micronesia and for APL, international ports in the Far East. The most prominent aspect of the agreement for Matson involved the purchase of six APL container ships and certain APL-owned assets in Guam for $164 million. The agreement was revised in January 1998; for Matson, the primary benefit of the revised agreement involved the establishment of a direct service from the U.S. Mainland to Guam, reducing transit time from 13 to 10 days.

Two new diesel-powered containerships, MVs Manukai and Maunawili, were introduced to the fleet in 2003 and 2004, respectively.

Diversification
In 1987, Matson formed Matson Intermodal System, Inc. as an intermodal marketing company (IMC) arranging North American rail and truck transportation for shippers and carriers. The company grew steadily through the 90s and gained industry recognition as one of the nation's leading IMCs. In 2003, the company was renamed Matson Integrated Logistics in recognition of its continued growth and expanded service offerings.

In 1999, Matson and Stevedoring Services of America, Inc. (SSA) appointed SSA Terminals as the manager of terminal and stevedore operations at Matson Terminals, Inc.'s facilities on the West Coast. MTI continues to operate Matson's container stevedoring and terminal services in Honolulu.

In 2000, Matson Terminals, Inc. in Honolulu commenced with a $36 million terminal improvement project, which involved converting the facility to a wheeled facility and adding new computer technology, such as Digital Global Positioning Systems (DGPS), to improve overall operating efficiencies.
